I don't know about ceramic, but I know I have bought acrylic paint at Dollarama many times.

I buy the acrylic paint at Dollarama too. One of my favourite non messy painting crafts is to put 3-4 squirts of different colours of acrylic paint in a big ziplock freezer bag and a squirt of salad oil, add some glitter, let the children paint through the bag with their fingers, throw it out when they are done. They love it!
