I have a new family with two kids starting on February 29.
They are full-time Monday to Friday.
I am taking a paid holiday day on March 7.
So on their second week of care it will be just a four day week.
Would they still pay me for the holiday I am taking even though they just started a week before or because it's so close I forgo it for them?

I would charge. They are client at time you take day off. I normal take a week early August when there a stat. Few year back, client wanted join that week. Because I not available the exact time they want start, they start when I returned so they not pay but if they wanted start week before, then they would be paying.
If you not charge, then there risk they think odd day in future might be not charged too. If it in your contract, enforce it. If you not going to enforce any term, take it out.

My clients pay by tuition that doesn't vary for any reason. during the interview I would have told them I had that week off, If they still wanted to start the week before my holidays than they are deciding to pay for them. If they ask if they can start the week after my holidays, I would understand, but they would not get care the week before.

If it's in your contract, then charge for it. I've had families start in the summer, and they paid me for my 2 weeks off, just like all the rest. It doesn't matter when they started.

Yes, if you get paid holidays than charge them. Timing shouldn't affect your contract and policies
Yes you should charge them just like the other families are paying - and good luck on Mon when they start:)
