Are the new laws regarding numbers the same for before and after school....ie, only 5 total in your home at any given time under 13....

Yes. Only 5 kids at one time under age 13yrs. All kids count up to age 13 regardless if they're in school or not.

Yes. Right now it is 5 daycare children under age 10, including any of your own under age 6. Starting Aug 31st 2017, that will change to 5 daycare children under age 13, including your own under age 6.
B/A school daycare children have always counted as one of the 5 allowed until age 10, although many people ignored this or pretended they didn't know. It doesn't matter how little time they spend at daycare, it is 5 children at ANY one time, period. The only change is that now our own kids under 6 count as well.
