    hello
    I want to open an afterschool program in Toronto I live in one bed plus den condo and I have 2 kids one is 6 nd half years and other is 1 year old .. i don't have license do i need to inform any department ?? is it legal to keep 5 kids in a condo without any course or deploma ? will both my kids to be counted towards 5 kids limit without license ??
