Building approval requirements for new daycare license

Hi,
I cannot seem to find the answer to this question! We're in the process of applying for a daycare license in Ontario and one of the requirement is to submit a "building approval." We purchased an already running daycare so there was no building permit involved. We've asked local municipality building office, zoning office requested advice from 3rd party building inspectors and none were able to tell us how to obtain one. We have asked our case officer... no response.

Anyone gone through this process to give us some pointers where to look? Any help at this point would really help!
