Not here. It must be that the agencies where you are have more parents looking for care than they have providers. In most areas it is the other way around and providers complain because the agency can't fill their spaces and they end up advertising for private kids anyways but have to live within the age rules.
This was my thought as well ~ either that or I wondered if this is a for profit agency verses a non profit one so they are more invested in 'growing' their provider base because their profits are down!
