Ya, I would be concerned. My daughter is 13mths and doesn't walk yet BUT she was scooting around on her bum at 6mths, she crawls, pulls herself up, walks while holding furniture/push toys, crawls up and down the stairs etc. From what you are saying it seems that this little one should be seen by the doctor or a specialist. It's great that she has improved since she has been in your care but not rolling over, crawl from lie down position, not pulling her own weight when you carry her etc is a concern in my eyes.

This concerns me quite a bit. At 1 years old she should be showing more back/neck strength then what you're discribing.

I have a skinny 13 mo who also does the dead weight thing. He'll be as straight as a board and then suddenly loosen all his muscles - totally different than my 11.5 mo DD. That was mighty confusing!

My first dc child was a one yr old boy. If I chose to, I could have left him laying on his back staring at the ceiling all day as he didn't move! (I had first thought, hey this daycare thing is easy!) On wagon rides he would sit slumped and not may any move to correct his position. He didn't walk let alone crawl and showed little interest in his surroundings and me in my attempts to engage him. He was just a slow starter. He left me at the age of 4 as a very active, talkative engaging fella.

Thanks Mimi; I honestly think this is the case but for sure have relayed my concerns to parents several times...thus, doing all I can do from my end (well, except continue to work with her, of course).
    Children are great imitators.
So give them something great to imitate.
