Depends a lot on the school and how they interpret the rules. If you are using a high school student for a particularly difficult to handle child then it would count as working with a child with special needs. Those needs could simply be that for the age of the child they hadn't mastered walking beside the stroller in a trustworthy fashion but was too old to ride. That would qualify.

In BC the assistant must have a criminal record search and letters of reference. If they are substituting while you are not present they must be an adult with criminal record search, 20 hours of child development, letters of reference. and have a psychological evaluation.
I would be a sub. $12.00 per hour, if this is just an assistant I would pay $8.50 per hour.
