Clients in my program pay for the space they are occupying regardless of their 'attendance' in it including all stat holidays that fall on their scheduled day, all absenteeism due to the child's illness or family's vacation and all acts of nature beyond one's control (aka they choose not to come because the roads are too bad or a snow storm causes a power outage and the program has to be closed due to no power or heat and so forth) ... so yes they would pay for the stats that fall on Monday, Tuesday or Wednesday through out the year.
If this is a consistent part time commitment leaving you free to fill the Thursday Friday space I would suggest that you make sure you make it clear in your contract that 'Unfortunately due to ratio laws part time families cannot make up missed days on another day ~ additional days can be picked up at the regular daily rate only if space in the program is available' .... this way you do not have to deal with conflict later as some part time people seem to think if they miss a day and paid for it they should get to come a 'different' day in lieu ~ however IMO as this is not an option to 'full time clients' who are technically a more reliable source of consistent income it hardly seems fair to allow 'part time' clients a perk to do it plus if you have 5 children on all your other days they cannot come anyway .... if you are going to choose to leave that space open than you'd have flexibility than obviously to allow this practice ~ but IMO you'd need to decide if you want to 'offer' it or not and if you do how you are going to explain to 'full time' clients how it is fair that THEY have to pay for all stats and cannot make up the lost day at another time but the part time clients are being allowed to.
