    I would try giving him toys that are considered "baby" toys because he is so rough with the big kid toys. Once he can prove to you that he is "big" enough to play with other toys, then allow him to play with the toys again.

    that sounds good. If he is rough with these toys try stuffed animals. Keep taking toys away and time outs. Also keep the parents responsible for replacing any broken toys. They will get tried of replacing them and start working with their kid at home.
