Well I have been using splash pants and jackets for my own kids. They are thick and lined so still warm but not as much as a snow suit. I find the snow suits to warm when the sun is shinning on us. Definitely not sweater warm however. I have a little girl show up in a plastic rain jumpsuit style no lining nothing. I thought that was not warm enough so I'll be using a jacket and extra pants under it. I guess we all have different tolerance for the weather but my parents know we are going out and getting wet. No matter what the child is wearing. Of course I use my own judgment but we still need to get the parents cooperation if it's becoming a problem.
