Sounds like she likes to play outside just not go for a walk so I would just stay in the yard for the next little while till the phase passes but let mom know what the problem is and ask them to treat her like her age and not like a baby and then she will get to do what the other big kids do and not think of herself as a baby. They can take her for a walk around the block without a stroller.
