    I'd be inclined to put her down for a 30 minute catnap much earlier say 9, so that when she is outside later she can make it to lunch with less dramatics. She may not sleep at first but even if you just treat it like a quite rest time it might help. Give it a try for a week to see if it makes a difference but it might take some time even beyond the week to see a change.
