The family must fill out form RL-24 (http://www.revenuquebec.ca/fr/sepf/f.../rl/rl-24.aspx), where they'll input your business number (or SIN, if you don't have a registered business number).
They can also request advanced payments using form TPZ-1029 (http://www.revenuquebec.ca/en/sepf/f...-1029_8_f.aspx).
To answer your other questions, yes, the family can start now at your rate. They'll then receive a reimbursement (if they meet all the criteria) from the Quebec government, after filling the forms above.
