    NOT $ 7/day rate

If a family receive the subsidy from the QC gov... Not a $7/day rate but at a reduced rate. Is there a form that I must give the family or does the family have the form. If so where can this form be found and how much do I charge ..
how does this subsidy work..can they start now with my rate then get the reduced rate from the government later...
if someone is in Montreal can there CPE be transfer over to Gatineau?

The family must fill out form RL-24 (http://www.revenuquebec.ca/fr/sepf/f.../rl/rl-24.aspx), where they'll input your business number (or SIN, if you don't have a registered business number).

They can also request advanced payments using form TPZ-1029 (http://www.revenuquebec.ca/en/sepf/f...-1029_8_f.aspx).

To answer your other questions, yes, the family can start now at your rate. They'll then receive a reimbursement (if they meet all the criteria) from the Quebec government, after filling the forms above. This brochure will help you understand how these credits works (it's in French however): http://collections.banq.qc.ca/ark:/52327/bs1766924
