I would set up the bins with an assortment of things that should take them through the entire time meaning no need to return to the cupboard. Number the bins and rotate them so they all get a turn with each bin over the course of the week. By having individual bins it encourages them to go find a place by themselves to play.

Another option is to set up stations in whatever room they are allowed to be in during quiet time and then they can move from centre to centre.

It depends on the kids themselves if they can play together or if they need alone spaces. Feltboard, magnetboards, a pocket chart and pieces can be quiet.

Another option is story kits where you would put a book to read and then things that go with the book and put each in a large zip bag. They get one bag to use during naptime - so a book, related finger puppets, matching game, lacing cards, etc.
