OP is talking about an indoor playground/play place, not a daycare (if I am reading that right). I have been to quite a few of them and have never seen an outdoor fenced in area (only indoor play). I am not sure what the loophole is but maybe they operate less then 6 hrs as a lot of them break up their operating hours (e.g. 10-12 2-7) or have shorter hours. I don't think this is the group to be asking. I would inquire at a municipal office re: their guidelines.
