I feel for you! Just reading lice makes me itchy lol. That is pretty nervy to ask you to pick her up! Sometimes the things people ask/expect others to do is surprising lol.
I have it in my sick policy that if ANYONE in the household has lice that the child is to stay out of dc until the HOME is lice free. They are to also let me know asap so that I can let other parents know and we can all check our heads to hopefully decrease the spreading.
I have only dealt with lice in dc centres but from my experience most parents are embarrassed by it (which they shouldn't be!! Lice is common and not a huge deal. It's not "dirty" like some think). They were all very good at keeping their child home as they didn't want to be the family that spread it!! You are right though, some cultures just don't think of it as a big deal. I remember we had a girl working on an exchange program from Sri Lanka and her hair was covered with lice. I am not kidding, her hair literally sparkled when you took out her braid. In her country, everyone has lice as they have no treatments for it and it wasn't a big deal. Our director took her home and treated her hair for her and said it took days to get them all out!! There was a group of them and all the females got treated and all the males agreed to have their heads shaved!
