That would be a surprise and probably was due to a report, but with the issues that have been coming up lately, it is possible they are locating private daycare businesses and investigating. It wouldn't surprise me. I also believe the whole house inspection was to see if there were other kids, and I agree on not giving parent contact information without their consent.
