Question about financial aid

The first paragraph of the link reads:

This Orientation Package has been designed to provide individuals
who are interested in obtaining a licence to operate either a day
nursery (also known as child care centres) or a private home day
care agency in the Province of Ontario

So this is for daycare centers and agencies licensing process. Individual home daycare providers cannot have a license.

I was with an agency my first year and I did not find any value added for being with them and they took a very good percentage of my income.
