    If they don't bring you diapers, don't accept the child in the morning. If they are not bringing more diapers e.g. you asked for another pack as it's almost gone and they use them all up in a day, call for pick up "Bobby's on his last diaper so you need to come and pick him up or drop off more." Of course I would only do this for families that repeatedly didn't do it. I have "borrowed" a diaper from another kid for the one that forgot or if it is the end of the day and I put the last diaper on the kid then I just tell the parent at pick up. If they forget them, refuse the child.
