I'm in the GTA also and I don't have snowdays in my contract, only because I feel unaffected by them. I don't have to go out in the snow, so if the parents are choosing to go out in it, I feel like it's their choice since they are paying for the day. But that being said, I would be annoyed if there were late pick ups from a parent who is at home all day. I have a late fee in my contract that I honestly don't use often, because I know things come up and sometimes it is out of their control. But if I am not communicated with, or it's consistent lateness, or if it affects an appointment or plan of mine for that evening, that late policy is there and it isn't a fun one to pay. Once they pay it once, magically they're rarely late again!
