I find, like alot of things, daycare is the place for little ones to learn how to play outside in winter.
It can take some kids longer than others to accept and realize that they can actually play and have fun in their snow suits. It took my younger daughter almost all of last winter to accept it, now this winter she has lots of fun. The 25 month dcg I have now took almost 2 months before she would actually move when we went outside. Now she runs and rolls and climbs.
Do you have toys, a slide or a small snow hill in your yard that they can use? I also have kids shovels that they enjoy using, though they actually need to have use of their thumbs inside their mitts to use them. It might take some encouragement in showing them they can climb, slide or dig to make them realize snow is fun.
