What a mess! If it is not rectified by Wednesday at the latest, I think you should stop providing care until you are paid in full. If he protests, you could offer to continue care if he provides you with an official letter from his bank confirming what he has said and with an outline of when they believe it will be rectified.
By Wednesday he will owe you at least $100 in late payment fees!
