I not sure letter is answer just because it tricky. As you said, not in control of their house and parent not in daycare so not sure how much support they can give if rules are different at home and at daycare.

I have lot of first children. I not take PT so if second baby coming, they have to stay FT or leave. Because lot of children here are first children, they sometimes indulged at home.

What I do is be really firm from get go and also say things like "On your bum on Suzie's couch", or "Not in the kitchen in Suzie's house". Yes, it maybe get tiresome and you sound like broken record but it sends message that in day home rule is different.

We do lot of pee break/diaper change at set time too so not often child needs to go in middle of activity that helps cut back bathroom messing around. Everyone pee/try to pee, after snack, before we go out for walk, when we get back from walk, before lunch, after lunch, you get idea. Part of that come from school where they get opportunity at certain time of day so need to learn to take chance to go when it comes up rather than keep going in middle of lesson time.

For most part, children are in room with me. If we do craft, we all move to that area. If we go out, we all get shoes on. This reduces the free roaming at lot. Maybe some this help?
