I wouldn't. She's telling you about it - who else is she telling?? All she needs is one person to place a call, and a knock on her door between those times will cost her everything.

Plus, what happens when the parent that picks up at 4 is late? Or the bus kid gets dropped off and then the busses get cancelled for bad weather and it takes mom or dad another hour to come back to get him? Also, what about her other clients? As a responsible provider, she should be educating her clients about this Bill and how it will affect ratios. The last parent to drop off is bound to notice at some point that their kid makes 6, therefore putting her over in numbers for that time.

Bottom line, I would never be comfortable breaking the law. IF she does get inspected - and if she's that open about going over in ratio, it can happen super-easily - the inspector won't care that it's only for an hour and a half. Over is over, and she'll be done. I couldn't risk it.
