Bill 10 "proclamation"

Ok, so the rumours are that Bill 10 proclamation date will be Fall 2015 sometime correct? Do we have a more specific date, or month yet?
Most parents I interview know nothing about Bill 10, including the whole 2 under 2 rule, and they are definitely not aware of an earlier proclamation date. Actually, most providers I've spoken to know nothing about the proclamation either.
Can someone please clarify for me as well?
If we have kids that started after Dec 4/14(royal assent) then we have to be in ratio by Fall 2015, is that correct?
So, if anyone was with you before Dec 4/14, then they must meet ratios by Jan 1/16, and not by proclamation, right?
So if I have 2 newbies that started after Dec 4/14(one will be 2 years at the end of 2015), can I take on a 3rd 1 year old, if one of them will turn 2 years by Sept(possible proclamation date)? Some people say the "2 under 2" is in effect now, and others say it's not until proclamation is announced. When will we hear what the proclamation date is? I've got tons of families needing care for July-Sept and I don't know what to tell them. Someone please clarify! Thanks.

As far as I have heard, Jan 2016 is the date we all must be in compliance. Any children we have signed on before Dec 4th 2014 are grandfathered in until Jan 2016. However any NEW children we sign on must be in accordance with Bill 10. Make sense?
