In home day care normally means one adult and the permitted number of children. Typically, in home carers cannot take on staff to increase the number of children. There lot of providers here who have dedicated space for their day home - basement apartment, with washroom and kitchen and separate entrance, and never cross levels of the house during business hours from home/personal space to business space but the same rules apply.
The limits will be those for your province, per address, even if you have helpers, staff, employees.
The only way around it is to get licensed as a day care center but then all the extra regs come into play - like separating children based on ages, staff to child ratios based on ages, fire regs, employee Labour standards, employee qualification levels, and all the requirements your province places on a day care centre that is located outside a home.
