Depending on where you are if the child takes place of a full time child/spot then definitely charge full time. If thT isn't an issue I would charge $10 for lunch care and get them to bring their own lunch. $20 if they don't. Also get parents to sign a waiver saying that you are not responsible for children until they walk in your door. I would also charge daily regardless of attendance.

I have a potential child coming for before and after school care and they will be on the bus route for my address. The bus stop is a 2 minute walk max and the kid is 7 and would need to walk alone. If the parent isn't okay with this then I wont take them. I will also be having them sign a liability waiver should anything happen prior to coming through my door. That being said, most kids for all schools who live in this area have the same bus stop so my two high school kids, my own kids, could potentially escort the 7 year old which might all together work better for everyone.
