I wonder what companies with top ups will do. Many companies with pay the extra for mat leave so employers stay at their full (or closer to) salary. But, I wonder if they would do with the 18 month mat leave.

Regardless, I still think only a small portion will opt to use this extended leave and it will be the families that can afford to be without income and needed the job security for the extra 6 months to remain home. I am sure there are some moms that return to work after the 12months not for the money but because they need to keep their job. If they can stay an extra 6 months and still have a job it would be great. But, this is the vast majority I am sure.
