I obtained services from this daycare centre / preschool and I find that:

"My 2 year old recently left Moberly daycare on East 61st avenue. Moberly also has some other centers nearby run by the same owner.

Pros:
The day to day carers were kind & warm with the kids. They clearly cared about and were invested in them. They planned great activities and worked hard to give them a good experience.
We also met lovely families and a great group of kids of a similar age and the group all got on really well and will stay in touch.

Cons:
Staff turnover: We had 3 primary carers and more secondary carers than I can remember in the last 6 months. This created inconsistency for the kids. There was also no care plan for the children that was handed over (eg likes/dislikes/sleep/medical etc (we asked to see the information handed over about my child as he has very sensitive skin that would flare up each time there was a new member of staff who didn't know about his needs).

The owner: When Moberley received the CCFRI fee reduction their fees as approved by the ministry of childcare were $1,700. The approved CCFRI was/is $900/m however the owner Madeeha at this point decided to add on a mandatory $400/m "admin fee". When we questioned this new fee we were told that it was for "snacks and an app" that were already in use prior to CCFRI being granted. A quick look at the funding guidelines tells you that centers who have funding are not allowed to charge additional mandatory fees without ministry approval, however when we challenged the owner she threatened to take our child's place and as we all know with the lack of spots in the city we were too scared to rock the boat.

We reported the incident in confidence to the ministry who have been investigating ever since.

Last week the ministry enforced that the owner must provide parents with new contracts that clearly stated the parent fee after reduction and the other optional fees which she had renamed "program fees". We were first given a blank contract (no hours of service, costs etc) to sign that would be completed by the owner later (?!) & then when questioned further as a group we were told we were just paying the same cost so don't worry about it, just sign. The owner was trying to get us to sign a revised contract agreeing to the increased cost that she knew must be optional without disclosing as such. Additionally the parent fee she stated was still incorrect.

We again consulted with the ministry who confirmed the regulation's & requirements and that they had explained this to the owner at length, and so we stated this in writing to the owner, with the guidelines attached and appropriate passages highlighted.

As a result of us challenging her underhanded tactics and attempts to misdirect government funding meant for families, the owner terminated my child on the spot.

I consulted with the ministry and the licensing officer who again stressed that she was in breach of funding regulations however she can terminate a contract if she chooses. Wonderful.

Luckily for us our child had already been accepted into another facility so we have somewhere for him to go, however other families are struggling to find spots and are stuck.

If you search Moberly & read reviews you will see that the owner has a track record for immediately terminating anyone who challenges her especially around her handling of fees and this time it was us. She does this as a warning to other families not to challenge her, which creates an unsafe environment where families feel they cannot advocate for their kids.

The owner is currently being investigated by both licensing and the ministry of childcare across all of her centers. Many families at multiple locations have logged formal complaints. The ministry has on multiple occasions advised me to retain a lawyer and sue for the thousands she deceitfully obtained from us, which we will likely proceed with as it's a very straight forward case.

Additionally, the owner actively tried to prevent families from speaking with each other. One family was terminated in part because they set up a WhatsApp group for parents. Other parents have received phone calls when she's spotted them talking to each other at pick up to ask why they were speaking and what about! In retrospect this is a huge red flag and I'm sure it will annoy the owner no end to hear of the birthdays, play dates, dinners and conversations the families have shared together regardless.

Takeaway:
Know your rights. Read the guidelines, use the online calculator to find out what your center is approved to charge and if you have any questions call the ministry. They are very helpful and can give you definite answers and advice quickly. Speak to current and past parents and understand their experiences.

One last thing. The owner is very active on here so I have no doubt that she will choose to attack me as this is her MO for anyone that challenges her. Once it became clear I had reported her to the ministry and after she terminated my child, she told the other families that I had harassed the staff as a way to justify her actions (although she had already terminated us before this harassment allegedly happened...go figure).

This is such make believe it's frustrating to even have to address it, however she has contrived this "harassment" in an attempt to discredit our valid criticism of her practices and to give a warning sign to other families not to challenge her. Licensing, ministry & other families are all very aware that this is a complete fantasy on her part.

The daycare situation in Vancouver is stressful and it shouldn't be this hard. We shouldn't have to be stuck dealing with crooks because we have no other choice."

I obtained services from this daycare centre / preschool and I find that:

"The owner (Madee) was nice at first. I found out later on that she only hired 2 staffs (part-time) to take care of the kids and not being hands-on to them. It seemed more like a business, not a childcare.

Whenever I drop off my child, he would cry and when I pick him up, he was hungry and dirty. I just saw Madee twice or thrice during the 5mos my child was under her care.

The owner was disrespectful, donated my child's stuff without informing us. She just told us that when I asked when can we collect them (she made an excuse that they kept it for too long during the pandemic). She did not give us the deposit receipt we paid her in cash. Her vacation days are posted on fb page, you will be just surprised you have to arrange your own childcare.

When you post a comment on her fb page, instead of apologizing, she would rather reply with hatred and justify herself and made you look as if it was your fault.

I feel sorry for this childcare and for the parents who experienced the same thing I did.

I hope she would come to realize her faults and do better next time. Her service is essential. Parents rely to them to take care of their kids."
