City permit and BN?

Ok, so call me silly but I'm lost....my home based business permit from the city (of Winnipeg) has a permit # on it, with 15 characters (13 numbers and 2 letters total) in the format of "## ###### ### ## RO" Hopefully that makes sense!
I'm just wondering if that is essentially my BN? Or not?
I want to register a name for the business next, so I'm just wondering whether that should be on the documentation for the name registration?

Any help would be great, I feel as though I'm lost in all the numbers and papers!

You might have to call CRA to find out.
