I can't help but think that Bill 10 skewed any data we may have had. The under age 2 spots are still so rare that they will fill quickly any time (often many many months before the family needs the space) and the over 2 spaces are so plentiful that even when there is a peak in need there are just so many empty spaces that you likely won't see an increase in contacts.
