Does anybody know that the guidlines are with the new bill regarding nap/rest/quiet time for children 4 and under? I liked through the bill and really it's just about licensing and inspections and nothing about rules for naps ect

Currently there is nothing in the CCEYA about napping. They are still writing the new laws (in stages) so there is a possibility that they will add something in the future.
Even in areas (like NS) that have nap/rest guidelines, they are very flexible and unlikely to require you to change the way you do things. I must provide a place to sleep for all children under school age (which is 5 here), and have a minimum 30min rest time in my program. If playpens are used for babies, they must be approved as a 'portable crib'. But playpens sold with bassinets (like Graco) usually meet the certification. My sleep room for toddlers has mattresses on the floor and a 2h nap time. I have fold up mats for preschoolers that never come out-their quiet time is colouring and puzzles. I bring them out for days they need to lie down, and we have a movie.
