Clarification please
I am looking for clarification on the two under two rule. I am wondering what it stipulates for when a child is turns two. Do they count in the two under two or are the now past the two under two rule seeing as they could be say 26 or 28 months old. I'm so confused, any info would be very helpful.

The children who would count would be 23 mos or younger.

under 2 = new born to 23 months old.
As of the day of the child's 2nd birthday (making them 24 months) they no longer count as "under 2".
The above I posted is for Ontario.

Once they reach 24 months, they don't count in the 2 under 2 rule.

Depend on your province. Some count infant as 0-18month and toddler as 18-36 months so some province, the two under two, is actually 2 infant. What province you in?
