I do the same as Skysue. Lots of mitts and a couple of hats. I am not going to let a forgetful parent ruin our time outdoors, but I will let them know their child came under dressed for outdoor play and had to borrow from the bin.

I knew a lady who also stocked a dollar store bin with stuff but would "sell" the daycare family whatever the child needed to use. $5 a pair of mitts and $10 a hat - more than she paid and enough to encourage them to bring from home. It was tacked onto the weekly daycare fee just like a late fee and if not paid in full there was no care starting Monday morning. Let's just say her parents started remembering more often or offered to go home and get the missing items.
