I agree with apples and bananas about the contract and issuing her a new one. I do charge for stat holidays, and civic holidays. I've never had anyone question it either. It is a shame though that your are paying for someone else's bad service.

OMG stick to your guns... parents are so good at making us feel bad grrrr they play the pitty card and then when they are not happy the horns come out !!
I get paid everything !! last year I didnt and saw much a difference in my budget. It made no sense to suffer financially for them, as they would pay somewhere else. Plus I charge way less then my competition so they cant complain.
If I did have a parent complain (as one did last year when it came to my vacation), they were explained too when filling out the contract, it was discussed in detail and they agreed PLUS signed all the papers. So why are they acting as if they didnt know !!!
I am not sure I understand? Your contract says you charge for stats, but because of her previous dc experience (but not with you), you said they DON'T have to pay them? I am confused.
If you told her she doesn't pay for Stats, then I guess she doesn't.
But if it is in your contract, and you have not made some sort of special exception for this family, then enforce your agreed upon contract.
Most people get paid for Stats some how, some way. My husband doesn't, but that is because he is a business owner and that is part of life for us. I don't complain about it.
I get paid stats for the Full time kids. It's stated in my Hand book, and that's the way it is. If you start to make special rules for one parent....trust me word will get out and the other's will complain and not want to pay either. just be careful.
I don't charge for stats, just not done in my area. I don't charge for days when my services are not available.
If you contract says you charge, then you charge. I've had bad experiences with previous clients, that doesn't mean I charge my new clients more because of it. BUT, if you have told her she doesn't have to pay, then you should stand by your word. Have her sign a one year contract that is corrected to reflect the change. Next year have her renew her contract, but with stats paid. I don't like doing things differently for one family, if the other families found out they would be annoyed.
