The centres I worked in allowed children 2 naps a day until they were 2 and out of the "baby" rooms. Like Bright said, there are exceptions, kids are all different.

I'm not sure how your daycare program looks but I have never had an issue with 2 naps if needed. It usually doesn't last long and I nap them really early in the morning (and only 20-30 mins) so that they don't interrupt our schedule anyways. I've also never had a morning nap affect their afternoon nap. Kids that still need 2 naps will sleep because they need it. I have better days if they nap twice instead of keeping tired kids awake who will eventually become whiny and cranky as the day progresses. My 2 young ones right now (20 and 21 months-ish) who still occasionally need a quick 20 minute cat nap in the mornings. They are awake by 9, 930 at the very latest, so it doesn't wreck our day at all.

If two naps is something that YOU absolutely don't want to deal with than I would tell the parents. I don't think it's fair to the child if they really need that nap still, so it will be up to the parents to stay with you or find another dcp. IF the child is showing signs of not needing the morning nap than I just wouldn't nap her and tell the parents at the end of the day "xxx only napped at afternoon nap for xxx hours. She had a great day and wasn't cranky/tired etc"....keep doing this and telling them and I can't see it being a problem. You can't make a child nap if they aren't tired and she will eventually resist them at home too so it should all work out.
